A bill that changes the teacher evaluation process in Virginia will now head to the governor's desk for a signature.

The Virginia Senate passed the Educator Fairness Act Monday with a 32-8 vote. It previously passed in the House of Delegates.

The measure increases the probationary period before new teachers are offered "continuing contracts" from three to five years. It will also put more emphasis on performance evaluations and changes the grievance procedure for teachers.

Gov. Bob McDonnell, who plans to sign the measure into law, released a statement saying the move will "result in teacher contracts that are fairer, clearer and will result in giving our students more capable and better-trained educators in the classroom."
