Fairfax County Police have charged a Herndon man in connection with the death of his passenger in a car crash early Saturday morning.

Authorities say that Elixavier Ramirez, 23, has been charged with felony hit and run, having no operator's license, and filing a false police report.

According to investigators, Ramirez was at the wheel of a BMW that was driving on Dranesville Road at around 3 a.m. Saturday. Near Butter Churn Drive, Ramirez allegedly lost control of the car, which ran off the right side of the roadway and rolled over. In the process, police say that one of the car's two passengers, a man in his early 30s whose name has not been released, was thrown from the car. Ramirez tried to drive away after the accident, but allegedly ran over the passenger, who was lying in the roadway.

Police say Ramirez eventually managed to leave the scene and later tried to report that the BMW had been stolen.

The second passenger, Wilson Escobar, also of Herndon, was transported to Fairfax Hospital with non life-threatening injuries.
