New court documents show a man connected to a drive-by shooting in Northwest D.C. was already under police surveillance.

Craig Wilson of Southeast was wearing a GPS ankle bracelet, and police say the device was near the scene of the shooting that injured 13 people.

Around 2 a.m. on Monday, March 11, a car drove by the Tyler House apartments on N. Capitol Street and opened fire.

Police are still looking to bring in 19-year-old Andrew Allen for questioning. They have not said what his possible role in the shooting is.

Allen stands 5-feet-8 inches tall and 150 pounds with brown eyes, black hair and medium complexion.

Most of the victims -- seven men and six women -- were shot in their extremities and suffered non-life-threatening injuries, though one victim was said to be in critical condition. One victim was a 17-year-old; the rest are adults.

The most serious injury was a man who was shot in the back, News4’s Megan McGrath reported earlier this week.

Some victims may have been injured by glass from a bus shelter that was shattered by gun shots.

Authorities have not ruled out the possibility that some people in the crowd fired back at the drivers, McGrath reported.
