The nascent 2014 D.C. mayoral race took further shape Saturday morning as Ward 2 councilmember Jack Evans officially declared his candidacy.

Speaking outside Le Diplomate restaurant at the corner of 14th and Q Streets NW, Evans joined fellow councilmembers and mayoral candidates Tommy Wells and Muriel Bowser in focusing on the controversy surrounding incumbent Mayor Vincent Gray's 2010 campaign, which remains the focus of a federal investigation. Gray has not yet announced whether he will run for a second term.

Evans vowed "an uncompromising focus on ethics," according to News4's Tom Sherwood. The Democrat also called for a "no tolerance [ethics] policy" for members of District government, saying violators "will be gone."

A native of Pennsylvania who has sat on the D.C. Council since 1991, Evans is making his second run for mayor. He previously finished third in the 1998 Democratic primary behind Kevin Chavous and Anthony Williams, who went on to win the mayoralty.
