The victim of a fatal shooting in Northeast D.C. has been identified as Lawrence David Phillips, 45, of Southeast.
Officer were called to 400 block of 18th Street NE just before 9:45 p.m. Tuesday for reports of a shooting. When they arrived, they learned that someone else had already transported Phillips to a hospital.
He was admitted in critical condition and later succumbed to his injuries, authorities said.
The investigation continues.
