The single-engine plane that crashed into an apartment building in Herndon two weeks ago lost power twice before crashing into the roof of the building just off the Dulles Toll Road, according to federal investigators.

The pilot and his passenger told the National Transportation Safety Board the plane's fuel gauges showed different levels.

The pilot had asked to make an emergency landing before he crashed into the living room of an apartment where four adults and two children were sleeping about 12:30 a.m. May 31.

The plane was en route from Philadelphia to Manassas Regional Airport.

Both people on the Cessna and one person in the apartment suffered non-life-threatening injuries. The resident — a 33-year-old woman — and the pilot of the plane, William Larson, 61, of Vienna, were transported to Inova Fairfax Hospital. Larson's passenger, Tache Alejandro of Orlando, Fla., was treated at the scene.

Larson and Alejandro work for Vienna-based Aerial Photographers, LLC. The Cessna is registered to the company, according the FAA.
