A Woodbridge man was arrested in connection with a sexual assault outside a library.
David Sullivan, 27, was arrested Monday on charges of aggravated sexual battery, indecent exposure, masturbation in public, indecent liberties with a minor, and assault and battery.
A 14-year old girl reported the assault Friday outside the Potomac Library on Opitz Boulevard in Woodbridge.
The library was closed at the time.
