City leaders broke ground Wednesday on a new residential and retail development in Northeast Washington, including apartments and an "urban format" Walmart store.
The District has already invested $8 million in the new Fort Totten Square, revamping the nearby intersection of Riggs Rd. and 3rd St. NE to accommodate more traffic.
"It's a huge transformation for this neighborhood," Ward 4 Councilmember Muriel Bowser said. "We started with an $8 million road project, now we're bringing retail and great affordable housing close to a Metro center. The community has been behind this project ... we're just super excited about it."
The development will be about half a mile from the Fort Totten Metro station, with access to the Red, Green and Yellow lines. District leaders hope the Walmart and other stores will keep tax revenue in the community, rather than sending it into Maryland and Virginia.
"It is nice to really build your own community," said Victor Hoskins, DC's Deputy Mayor for Planning and Economic Development. "There is a great spirit of partnership and cooperation that I've never seen before."
In addition to retail space on the ground floor, Fort Totten Square's upper levels will include 345 residential units.
The development is expected to open in early 2015.
